VSS Unable to Open User Login File

Installed VSS 2005 on server and client.  When trying to access VSS 2005 from client receiving below error.  Microsoft says ensure that user has access to dbase.  User needs to have write privileges on dbase dir.  User does have these rights.  

Any ideas?

yes, the user has rights to the folder and subfolders - etc....

Yes, I added the user to the folder and gave the user full control privileges.

All users and yes, networks service have full rights.
My id works but another does not.  I am trying to add the client to another users machine and test to see if his works.

The difference that I see is that I have Special Permissions and the other users have Full Control.  How do I give Special Permissions to all?
I was able to give Special Permissions but that did not resolve the issue.
