.net version

i am using vwd 2008 and i am using .net 2.0 it claims when i port the project to another computer with vwd
where can i change this to use .net 3.5?

You should of course first install .Net 3.5 everywhere (on every computer I mean).
Then you should have the SDK here : C:\Program Files\Microsoft SDKs\Windows\v6.1\
So you can use the Windows SDK Configuration Tool :

i have C:\Program Files\Microsoft SDKs\Windows\v6.0A so that is 2.0 only

I download this 3.5 SDK

i cant install it?

or do i need this for winXP home ed?
this is a whopping 1.3GB

is there a smaller version?

"run .exe and get an error?" => You mean that you tried to launch the configuration tool as I suggested ?
Anyway, after having installed this http://msdn.microsoft.com/en-us/netframework/cc378097.aspx you should have this C:\Program Files\Microsoft SDKs\Windows\v6.1. BTW, I have exactly the same version on my machine.
