troubleshooting Question

Need System resource monitor - to determine the bottleneck

I've got a great machine ... Dell Optiplex 330, Intel Core 2 Duo, E7200, 4gb ram, 250gb SATA 3.0 drive, ATI Radeon HD 2400 Pro video card. Often I find my machine "slow" ... taking 10 to 30 seconds to refresh the screen ... or just slugish.
Checking Task Manager ... I see neither CPU core very high - usually between 2% and rarely even hitting 25% ... the memory usage is around 1gb, with the peak less than 2gb ... the network utilization less than 5% (100mbps)
The hard drive is a SATA 3.0 drive ... should be fast. Sometimes what I'm doing doesn't directly have to do with the hard drive. But this is something I don't have a monitor for, so I don't know for sure.
Bottom line ... is there a resource monitor utility which will pin point the bottleneck and help me determine why the computer is slow?
