Max Concurrent Connections via Remote Web Workplace...

I am a bit new to licensing and a bit confused.

I have a client who is running Microsoft Small Business Server 2003 w/15 license installed.  He has 11 office workers that connect concurrently during a normal day.  Many of his workers are now starting to work from home via Remote Web Workplace.  Complaints have begun that users are getting booted from the system.  My research has led me to determine that a maximum number of two (2) users can be connected at any given time - is this correct?

If yes, what steps are necessary to increase the number of concurrent connection to Remote Web Workplace?  Any help and direction is greatly appreciated.
