troubleshooting Question

External HTML Page as a Menu

Right, not sure if this is possible but here goes.
I look after our Intranet at work, nothing amazing but more a point for information.
The Menu on every page is exactly the same and instead of having to edit every page when I change the menu I want to ideally have the Menu saved as a seperate HTML page and link this into each page (so editing this only means editing 1 page and this takes effect globally)
I have saved the Menu on a seperate HTML page but how would I go about linking this into each page to appear as though its part of the page.

I seen some other topics which mention PHP ..etc.. but im not familiar with that yet so ideally just HTML/CSS would do.

Any help is greatly appreciated
