troubleshooting Question

xp software reboot hangs at bios splash but hard reboot is fine.

I had a problem with reboot hangup at BIOS splash that only occurs when the machine is rebooted by software.  Cold boot is fine; reset boot is fine.  I changed the mobo and chip AMD (for a different reason),new hard drive, new install of XP,-- and the problem is still there.  Unless it is a problem with the power supply, I have no clue what this could be.  Any ideas?
