How do I stop menu bars from collapsing in the Access 2000 Runtime?

I have an application using the Access 2000 Runtime, and a few of the terminals have problems with the main menu bar completely disappearing after a month or so.

The only solution I've found to repair it is to take the menu bar usage settings from the registry of a terminal with a visible menu bar, and apply them to the machine where the menu bar had vanished.

The full version of Access has an option called "Menus show recently used commands first", which I can turn off to prevent the menus from collapsing. Does anyone know how to permanently set this option for the runtime version which doesn't have an interface to set that option? I haven't been able to find a registry setting or VBA command that does it.
