How to e-mail a form without e-mail or databases

I want to put together a form to put on our Extranet. I want the user to be able to submit the form, which would then go to an e-mail address.

The problem is that I need it to work in a situation where the user doesn't have e-mail. I also can't have the form submit to any kind of database and be forwarded. Is there any way to have a form submit to an e-mail without being e-mailed? I don't care if there's scripting or anything. I just can't use a database or e-mail.

Any ideas?
