Cannot use Message Feature in Task manager

Good morning all!
I have a Remote connection server that employees use to RDP into and work from home. Sometimes they are on when I need to reboot the server and instead of calling them and notifying that I'm rebooting the server  I wanted to use the Message feature In "Task Manager" (lower right button on the "Users" tab)  to let them know.
 The problem is that when I try to use It, I always get  an error message (see attached image) . I've looked for a solution everywhere and had no success so I figured someone here must know how to enable this feature.
Before I forget, the server is MS Win 2003 Standard edition(SP2) and yes, I do have the messenger service enabled for auto start and it is started when I've tried to use this feature.

I know that the first one doesn't work with Server2003  I had already tried it. I'll try the second suggestion and will post back.
