ACOutCom.dll Outlook add-in Secuity Notice will not go away

We have new Vistas with Office 2007.  When the users open Outlook, a MS Office Secuity Notice pops up with "Microsoft Office has identified a potential secuity concern"
This application add-in has been disabled.  Add-ins might contain viruses or other security hazards.  
We select 'Trust all documents...' and restart.
We select 'Enable application add-in' and restart
We select 'Disable application add-in' and restart
We've unchecked 'Add outlook security icons in the compose email window' from inside the ActiveClient Configuration page.
Nothing makes this error message go away.
And we get similar messages for OMSMail.dll and mssphtb.dll.
Outlook works whichever option we select, but the dialogs come back every time Outlook is started.
Any help would be greatly appreciated.
