troubleshooting Question

user login xp cannot find domain controller, admin logs in and everything is fine

I have 3 pc's in an office that are having the same issue.  When a user logs in tthe group policy never runs.  When i look at the application log I get the following error

Windows cannot obtain the domain controller name for your computer network. (An unexpected network error occurred. ). Group Policy processing aborted.

but If i log in as an administrator every thing is fine and group policy runs.  I have removed/joined both Pc's (wx/sp2) multiple times and the problem still persists.  I'm thinking that it's a permissions problem but I have been googling and searching here and found some problems that are close but nothing like this.   There are several other PC's in the office that are running fine.  
The office is a remote office and connects to the DC through a VPN link      They have another office that is remote that works fine.  All of the PC's in the main office also work fine.

Any suggestions on where to start looking for permissions problems  would be greatly aaaaappreciated
