troubleshooting Question

SBS 2k3 - "Destination Host unreachable"

I have a SBS 2k3 server that developed a strange network problem recently after running out of disk space on it's system drive.  It's unable to access any systems on the local network or internet.  Pings to local or internet addresses receive "Destination Host Unreachable".  Here's what I've done so far:
- tested ping to self on localhost and it's valid ip address - successful
- rebuilt TCP stack with: netsh interface ip reset c:\blah.txt and rebooted - not successful
- reinstalled network drivers - not successful
- installed new nic - not successful
- replaced with known good switch and cables - not successful
- disabled all firewall/AV software - not successful
- checked arp - table shows local network addresses
- checked route print - comparable to any other system
- placed on a network with a working DHCP server and set nic to dynamic - system gets a valid address, route info, etc., but still has no network access

No other significant issues apparent from system running out of disk space.  License db is correct, standard domain shares (sysvol, netlogon) are available and can be accessed locally.  What am I missing?
