How do you block websites via Group Policys?

I am trying to block all web browsing for one group and limit another group to using only 1 website. I was wondering if there is a way to do this via Group Policy and if there is. How do you force it out to the groups without having the uses log off and back on again? All of my workstations are Windows XP PRO.
