XP SP3 Cannot Sync .mdb .pst with offline folders

WinXP SP3 connected to Win2000 server in a domain
My Documents has been redirected to network drive
My Documents set for offline access
I have been setting group policy (local) on the "Files not cached" to exclude the file types (*.pst, *.mdb) and this has been working great for years on dozens of laptops.

The latest batch of laptops disagree with me.  Will not sync any database type of file.  I manually added the "Enabled=00000001" dword entry in HKLM/software/policies/microsoft/windows/netcache and still no success.

Is this possible under SP3?

Havent seen this issue related to an SP3 upgrade yet, but I have recently come across a thread at EE that adds some value for your situation perhaps?

Can't sync offline .mdb, .dbf even after modifying "files not cached" group policy
https://www.experts-exchange.com/questions/21251889/Can't-sync-offline-mdb-dbf-even-after-modifying-files-not-cached-group-policy.html
Any other machines running SP2 still?

I hate to suggest this, but might wanna try uninstalling SP3 to test.....

Last but not least. "Not Conifugred" the Files not Cached policy, reboot and then reset the policy to see if the reg keys rebuild properly....

And can you give me the output from .....

reg query "HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\NetCache"
and
reg query "HKcu\soFTWARE\Policies\Microsoft\Windows\NetCache"

On the other posting, I had tried the reg edit, but no success.

I'll post more info when I'm back on site in the morning.
