Access is denied.

I have tried what Microsoft says about this error on the following page:

But still it does not seem to work. It happens If you try to gain access to a tab in Exchange System Manager, eg if you right click on your server, and then click on properties and try to access the locales tab or Diagnostic Loggings tab.

It was happened during this week. Yes, i'm logged as administrator.

I'm unable find the permission option after right click on "Winreg" folder. The problem happen on Exchange 2000. If i follow this article on Exchange 2003 (test enviroment), i'm able to see the permission tab.

With that key highlighted, if you click the 'edit' option from the menu bar, do you see permissions here?
Can you try launching the registry as the system account?
1. Open a command prompt
2. type the following command (from right on the console)
at xx:xx /interactive regedit.exe
(where xx:xx is the time in military format)
The time you enter will need to be a couple of minutes in the future.
3. If regedit opens, check to see if you can see the permissions tab.

Not successfull after run command: at xx:xx /interactive "regedit.exe" - still not able see permission tab.

But when i run regedit32, then i can see the permission tab. and after assign correct permission per Microsoft KB, and restart the server, still no luck

The pop up appear when I click at the Diagnostic Logging tab. Clicking at the directory access or locales tab does not come out with the pop up window.

Can you try the same thing in the Exchange System Manager using the at command? This still seems like a permissions issue. See if you can access the diagnostic logging tab by using the system account.
at xx:xx /interactive "c:\program files\exchsrvr\bin\exchang e system manager.msc"
(or whatever the path is on your machine)
If you can see the tab here doing it this way, then you are missing permissions. If you still can't see the tab, then the machine account itself might be missing permissions somewhere along the tree.

i had tried per your advice and still not able opening the diagnostic logging tab even using command at xx:xx /interactive "c:\program files\exchsrvr\bin\exchang e system manager.msc"
Please advice how do check the machine account and what do you mean by TREE here? It is for c:\program files\exchsrvr\bin\exchang e system manager.msc

On First Organization, the permission as TEST1
On Servers, the permission like TEST2
All Tree, the Administrators has full control, Exchange Domain Servers has at least "READ" and Exchange Services has at least "READ"
I'm logging to exchange server using administrator account. This user is member of Administrators group.

One more thing, I can open the Diagnostic Logging tab(exchange 2000) from system manager which is running on Exchange 2003 server in one of current environment.
Does the account that you're logged in as and running ESM under have administrative rights for Exchange?
