Press <F1> to resume, <F10> to Setup
But the keyboard is non responsive the whole time even during the post.

The laptop is most likely giving you a keyboard error, and asking you to pres f1 lol.

Try plugging a usb (or ps/2 if accepted) into the laptop. When it boots hit f1 and see what happens...

the only keyboard I have is ps/2 and its not accepted. Is that truly the issue?

It might not be the issue, but as a computer tech that sees this all the time, it's the first thing i would try.

so what do I do?

You will need a small screwdriver, or other sharp object. Use extreme caution, and unplug your laptop first, then REMOVE YOUR BATTERY.

1. Fold the screen all the way back.
2. Above the keyboard there is a strip of plastic that has your power button on it. Carefully lift it up from the right side first using the screwdriver if necessary.
3.Move this piece out of the way.
4.Unscrew the screws along the top of the  keyboard.
5. Lift the keyboard up from the top first, and pull it out, if it does not pull out look on the bottom for any screw holes marked "k" directly under the keyboard.
6. Carefully disconnect the ribbon from your laptop.
7. Re-connect.
8. Replace the power button strip.
9. Good luck.

ok bought a brand new usb keyboard and still not working. I cant get past the Press <F1> to resume, <F10> to Setup

Ok the USB support must not be enabled in the bios.

What i would recommend is to either try removing, and re-seating the keyboard yourself, or take it to a local computer shop.

On the screen that says press <F1> does it  happen to say anything else. Anything about an error etc...

I did as instructed. I removed the piece of plastic that covered the power button. Unscrewed the keyboard, dis-connected then removed the keyboard. Afterward I re-seated the keyboard and still no success. The only thing the laptop does is 2 beeps prior to Press <F1> to resume, <F10> to Setup. No error code or anything else.

should I disconnect the keyboard and then reboot without the keyboard connected? I dont know how to get to the motherboard

sure, but you might get the same error.

sometimes the keyboard ribbon cable has to be re seated in it's connection.

you have to take the whole laptop apart to get to the motherboard. I don't reccommend it.

Nevermind all that.

You need to replace your cmos battery. This should only cost about 5$.

Below you will find a service manual. You will need a .pdf viewer.

http://h10032.www1.hp.com/ctg/Manual/c00312379.pdf

go to page 153 rtc battery replacement.

HOPE THIS HELPS!!!

took the battery out but dont know where to find another one, but will removing the battery do?

i put everything back together without the battery and I have the same issue

yeah you need the battery...

do you really think that is the issue? i did the online chat thing with compaq and they indicated that it must be hardware but they want $298 and wanted me to mail my laptop to them so they could figure out which piece of hardware. Would a dead motherboard battery cause this much heart ache? Isnt it the same as a desktop in theory in which I mean if the motherboard battery goes dead it just cant retain bios information like date and time. I didnt figure it refuse the system to boot..

A laptop or notebook is a portable personal computer with a clamshell form factor, suitable for mobile use. Although originally there was a distinction between laptops and notebooks, the former being bigger and heavier than the latter, there is often no longer any difference. Laptops are commonly used in a variety of settings, such as at work, in education, and for personal multimedia. A laptop combines the components, inputs, outputs and capabilities of a desktop computer, including the display screen, speakers, a keyboard, and pointing devices (such as a touchpad or trackpad) into a single unit. The device can be powered either from a rechargeable battery or by mains electricity from an AC adapter.
