How do install the HP CP2025 drivers without having the printer connected?

Hi There,
Let me first give a brief background of my problem:
I have 3 users sharing a networked HP Color LaserJet CP2025 in Munich
The users connect to the printer by its LAN IP
The users all connect into London via VPN and use the Terminal server

The problem I have is that whatever I try I cannot get the 'HP Color LaserJet CP2020 Series PCL6 Network Express Install' drivers working on the Windows 2003 terminal server.  The first time I ran the driver installation it would not let me install the drivers unless the printer was connected?! This is a terminal server in London, the printer is in Munich - how am I supposed to connect it? The second and every other time I ran the installation it crashed on a 'fatal error'.  What I did managed to do was extract the driver installtion files contents and manually use these files to add the driver to the terminal server.  I could then immediately see the users printers connecting in with their terminal server sessions and it looked promising.  However printing is very erratic if at all and I believe this is down to the way I added the driver.  Can anyone help or has anyone else had problems with the CP2025 and a terminal server setup? or even installing drivers for it without the printer physically connected?
