How can I automatically propagate permissions via a VBS or batch file?

We have a server on which Administrator has full control rights to a particular folder.  For some reason, new folders created inside that folder do not always receive Administrator's permissions.  This causes some trouble with our nightly backups.  Instead of searching out the folders with bad permissions and adding Administrator the laborious way, I'd like to just put a VBS or a batch file on the desktop that will just apply Administrator to everything in the folder.  Existing permissions should not be changed; it should just add Administrator where Administrator is not.
