How do I write perl cgi script that has a drop down menu?

How can I write a perl cgi script to do this:  A user sees one drop down menu in their browser that is populated by a list(from a file) and when the user selects something and clicks go button -- a perl script executes on the server using the value that the user selected as a parameter -- and the user is notified that the choice was valid?
