SMTP Relay Authentication not working? (Exchange 2003 )

I have configured the Relay settings in Exchange SMTP Virtual Server, to allow any user who authenticates to be able to relay from the server, but they still cannot seem to connect to send mail.  When they try to send (from their smartphone, for example) it pushes the message into the draft folder and I get a "Message not Sent" "550 5.7.1 Unable to relay for ***@**.com" message.

Am I missing anything?
