Cisco routers (clock rate) (DTE/DCE cabling) ... interface down/down
I have a stack of three 2500 series routers.
Router 1 = DCE side of cable with clock rate of 64000 on s0
Router 2 = DTE side of cable with no clock rate on s0
Router 2 = DTE side of cable with no clock rate on s1
Router 3 = DCE side of cable with clock rate of 64000 on s0
Most of the time, I am seeing (on router 1) (show ip int br) a state of DOWN / DOWN
Router two is seeing (show ip int br) a state of DOWN / DOWN on S0
Router two is seeing (show ip int br) a state of UP / UP on s1
Router 3 is seeing (show ip int br) a state of UP / UP on s0
I have definitely entered the correct ip information, and I've entered no shut.
This has worked in the past (using the same equipment), but I've had to wiggle the cables, switch the cables, re-cycle the power on various routers ... and sooner or later I get everything to show an UP / UP state.
What can I do to be certain I'm not overlooking something.
I need this to work each time ... every time.

Also make sure the inside of the router is clean. I have seen dust build up inside a router cause some strange issues. Remove the cards and use some canned air to blow out any dust.
Other than that try different ports or cables if possible. You can also try upgrading the IOS or swiching the DCE and DTE side.
