citrix license server issue

we have Presentation Server on production and test environtment, both with typical version 4.5 and currently connecting to the same license server (version 4.5). we are trying to migrate to a new license server (v11.5), and shutdown the old license server if everything works ok after migration.
so we installed the license server on a new machine, return and download the license on myctrix.com, and upload the new license (with correct new hostname, with matching case) to the new machine. we then tested by pointing one of the servers from test farm to this new license server, but it didn't work. when logging in from client, we keep getting error:
"Citrix Presentation Server license acquisition error (500): Unable to acquire a license from (server name) server. Please contact your system administrator or open Event Viewer for more details."
help appreciated.

Can you ping the license server via IP and Hostname?  Can you telnet to the license server via IP and Hostname on port 27000 (Default License Server Port)?  Can you perform an nslookup on the IP and Hostname and does it return the correct information?

yes for all your questions.
the port is listening. the start-up license can see when a server is connecting but not the user license, which still showing zero activity.
What Hotfix Rollup pack yo have on your CPS machine? There is a known issue with HRP3 and CPS 4.5?
Also, enable logging by commenting 'NO IN\OUT' line in Citrix.opt file and check lmgrd_debug.log and let us know what's the exact error?
i don't think we have any rollup pack installed. the latest hotfix i can see in the Hotfix Management is PSE450W2K3021.
i have commented out the opt file and expect to see more error after i relaunch an apps, but can't find much. i still got the same licensing error as above.

On your license server console do you show X user licenses available?

As for the Rollup, I would suggest RU03 but I don't think that will solve your problem.
You should be able to just copy your .lic file from the old server to the new server. Then restart your services or reboot that server. This was how Citrix told me to backup my licenses, to copy and hold dear that .lic file.

You can also use the LMSTAT file to determine if a license is actually being used.

Your license file looks ok, you have Platinum licenses. however, there is no error message logged in debug log as Citrix.opt file is still not configured properly

therefore, you need to open Citrix.opt file in Wordpar or Notepad and then find: -
NOLOG IN
NOLOG OUT
change it to -->
# NOLOG IN
# NOLOG OUT

save and restart licensing service. Try to initiate a ICA connetion and then check the debug log to see exact error message.
Also, try to set the 'license server name' to some fake name --. it will give you error- ignore it say ok --> again open it and change it back to the riginal License server name and say OK.
One more setting I would recommend to check is - if you have set a correct 'server edition' on server or not?

the citrix startup license show connected server, but the user license show 0 for connected user.
to get rollup pack 03 is the reason i am upgrading the license server, as it is the pre-requisite.

you can't just copy the license file, as it is tied to hostname. unless you use the same hostname, probably.

yes commented out the .opt with #. i did clicked the update button, but didn't try to restart the service. maybe i should. server edition is enterprise as there's no platinum option. this should not matter anyway the license has been working so far for the same farm and we didn't purchase new license.
I will try again and update you.
