Does Exchange rely on the time service being synced with a DC?

We have noticed that our queues fill up around noon each day.  It is all the queues that are internal and related to AD, messages awaiting diretory lookup, local delivery, etc. The messages still go but slow down at around noon.  This has happened the last two days.  We noticed the Exchange clock was manually synced to a dc that is no longer online, therefore exchange was about 3 minutes off.  it is now syncing correctly.  I know DC's have to be in sync, but was wondering about Exchange.  Also, the mail server is just a member server.
