Group Policy logon/startup script no executing - printer installs

I have written a .vbs script that removes a users printers, then finds out what group they are a member of (middle school, elementary, high school) and then installs the network printers for that campus.

The script is located in \\server_name\NETLOGON\

The script should run on only on the server \\lynx, but be run by all users that login via RDP. The server \\lynx is in its own OU and has a gpo called printers applied to it. The GPO points to the script in the NETLOGON dir as a startup script and loopback processing has been enabled so that it will apply to the user instead of the computer.

If I login to the server and run the script from the NETLOGON dir it runs fine, but it does not run at logon.
