How to determine ideal number of Sessions, Processes and Open Cursors
In my production environment, I recently saw that no one could log on as the listner state was blocked.
Service "prd002l" has 1 instance(s).

LOCAL SERVER
This is IBM-AIX 5.3 envoronment. CPU = 2 Memory = 16GB

In addation to Schwertner comment, if listerner is blocked or stoped, you can still connect to oracle server using SET ORACLE_SID command performed on database server rather than proviiding connecting string.
