troubleshooting Question

Mail failure or delay issues after moving exchange server to new location...

I moved a mail server from one location to another and am running into failure and delay issues. The new location has a different ip address which i assigned to the A record mail. on their public dns server. when i do a mx record lookup or a reverse dns lookup it all tests fine.

this is one message i am getting:

You do not have permission to send to this recipient.  For assistance, contact your system administrator.
            < #5.7.1 smtp;550 5.7.1 Requested action not taken: message refused>

this user has had no problem sending to him in the past.

I also am getting delay issues from a different user
