How to change root's umask

I have machines running Solaris 8 which currently have root's umask set to 022.  I have a requirement to change root's umask to 077 but cannot figure out how to do it.  Since root does not have a .login or .profile I cannot find anything that permanently changes root's umask to 077.  Any ideas?
