The VM's can be backed up using 3rd party applications (Netbackup, etc).<br />
If using vCenter (VirtualCenter) and enterprise components, VCB (Vmware Consolidated Backup) can be used to image VM's and or backup as files.<br />
VM's are backed up as individually.

best and easiest solution I tried, use veeam, and vcb on one server, then you can backup/restore the vm and files of vm.<br />
without vcb you can not restore, but you will be able to backup

Backup/Restore VMware ESXi Server

VMware, a software company founded in 1998,  was one of the first commercially successful companies to offer x86 virtualization. The storage company EMC purchased VMware in 1994. Dell Technologies acquired EMC in 2016. VMware’s parent company is now Dell Technologies.
