Setting up VPN with Linksys RV016 behind Verizon Fios static IP Router

I am trying to setup site-to-site VPN behind Verizon Business FiOS static IP Actiontec router. The secondary router is Linksys RVO16. The routers on the other end are also Linksys RV016. Previously, with Comcast cable, I had 5 VPN tunnels setup and they all worked fine. However, with verizon router, I am not able to establish the VPN link, although I have disabled all firewalls, updated the tunnel IP, forwarded the VPN ports from Actiontec to Linksys, updated router firmwares, all without success. I have also tried to convert the Actiontec into a bridge, using a number of ways I found from the internet. But with that I loose connection to the internet altogether, let alone VPN. I will highly appreciate If anyone can assist me with this dilema.

PS: Even Verizon support couldn't held me with this... they don't support internal routers...
