If I'm understanding correctly, seems you need a 3D painting tool, where you create a bitmap from an image (in your case, the photo of a person) and apply it into a map, which is applied into a 3D object (in your case, a head model). <br />
The result is that the 3D head, after the person bitmap applied on it, will be very alike to such person.<br />
