Please try the following and advise if that fixes the issue.

Open Active Directory Users and Computer>Open Properties of the affected user> Click the Securities tab>Click Advanced>Put a Check mark next to "Inhert from the parent"> Click on Apply and then click on OK. refresh. and  let the information replicate to all the domain controllers.

Also perform the above steps for the OU too in which the user resides.

I have faced the similar issue of incorrect ACL entries, as the Exchange 2007 server was unable to read the information of Active Directory Account.

Guys, it looked for me that the DC lost the DNS settings, i restarted the machine and it worked fine, i checked ur solutions which were related too, but the DC was the global catalog server, it is the only domain controller on the network
This is the best money I have ever spent. I cannot not tell you how many times these folks have saved my bacon. I learn so much from the contributors.
