Double Authentication on OWA Exchange 2007

Having recently installed exchange 2007, we are having a problem with double authentication when connecting to https://server/exchange.

The first box to come up is a standard windows FBA box.   If we enter domain\username credentials, we then get the normal Outlook 2007 OWA login screen.  If we then login again using the same credentials, OWA works normally.

If we just connect to server direct using UNC path, we see shares and address OAB in a normal windows explorer box, without having to authenticate.

We have also added the root certificate to the local root store on a client machine.

How do we remove the first level authentication?

Any help appreciated.
