How to Block GPO?

I have an OU called ISD and in side of that OU I have a OU called TestOU.
I have linked an Group Policy to the OU called TestOU.
If I click on the OU TestOU and click on the Tab called Group Policy Inheritance I see other group policy.
1. TestGPO
2. Default Domain Policy
3. InternetSettingGPO

How do I block # 3 GPO "InternetSettingGPO" from this OU called TestOU?
I do not know How to use WMI Filter it this is what I need to use.

please do not send me to an ms artical for instruction because the are confusing to me.
if you could give simple instuction or step by step instructions would work the best for 500 points
