ant install 'unable to locate tools.jar'

Hi,

Am installing ant and attempting to get it set up to install a new tool. when I enter ant at the command line, I get 'Unable to locate tools.jar. Expected to find it in C:\Program Files\Java\jre6\lib\tools.jar' JAVA_HOME is set to 'C:\Program Files\Java\jre6' and ANT_HOME is set to 'c:\ant'

tools.jar is not in jre6\lib, can you direct me to where I can get the correct version of java?
