New MB no video

I just installed a new motherboard on a dell xps 600 desktop.  The old one was having issues on bootup so dell sent a new one. I have it installed and it powers up but i get no signal to the monitor. I tried reseating the video card and the memory. I also checked the processor. The optical mouse lights up and is getting power. Any suggestions?????

I'd test monitor first on another system.

And try another monitor on this computer.
can you test your video card on another system?
does the card need an Auxiliary power?
The board is probably DOA ive seen this alot with dell "replacement parts" 99% of the time they are refurbished parts. eventhough they test them doesnt mean that everything is working correctly. i got a board that didnt even fire up one time from them. i called Tech support and they said " oh yeah that happens alot, we will send you another." i would call Tech support and tell them the issue and demand they send another. i know its a pain in the butt to take it all back out again. but on the next one i woould hook it up outside the system and try it first.
Is it 24 pins power connector on your new motherboard?
Any update on how this is going? Have you contacted Dell? Or a support shop locally to verify is the MB is DOA?
