This isn't a VLAN creation problem. You've got a mismatched VLAN between this switch and the one connected to g0/23. Either change the VLAN membership on this switchport (g0/23) to VLAN 1 (or native VLAN if it's an 802.1q trunk) or change the other switchport to VLAN 14.

hello Donjohnston,
The two switch are connect via port 9 (switch 1) and via port 23 (switch 2) .
These two ports are use to connect the 802.1q trunk .
I am unsure if the two port should be
on the same vlan (either vlan 1 or vlan 14) ?
Could you provide a response.
Regards
Jomo

donjohnston is right.
There is a native vlan mismatch on the two sides of the trunk. Enter the command "switchport trunk native vlan <vlannumber>" and it should fix it. Do this on both sides. You can use any vlan you'd like. The purpose of this command is to tell the switch how to pass untagged traffic.
