Server is assigning duplicate IP's to VPN connections

I'm having an issue that just popped up. Several remote client are getting assigned the same IP. Causing fun little problems for the clients.  What should I be looking at here?  The computers have different names, and I've had them do a  ipconfig /release then renew. One came out ok, but I still have two laptops with the same IP. Any thoughts on what I should be checking? I'd like to avoid assigning static IP's to the VPN connections. (especially because walking the sales people through that on the phone is dicey)   Thanks for any ideas!

I have no idea what's going on with this. But I have too many 'fun' projects going on now with a new site. Thanks for the suggestions though, I'll check it out when back there. Since I don't know the solution, I'm splitting the points and not adding the solution to the knowledge base. Thanks.

VPN

A virtual private network (VPN) is a network that uses a public telecommunication infrastructure, such as the Internet, to provide remote offices or travelling users access to a central organizational network securely. VPNs encapsulate data transfers using secure cryptographic methods and other security mechanisms to ensure that only authorized users can access the network and that the data cannot be intercepted.
