Why would I be getting a User Enviroment error when creating a new user, Server 2003

I'm taking over someones mess of setting up Server 2003.  I can't figure out why I'm get the following error when creating a new user and trying to log in.  Title of error is: User Enviroment.  Body of the error is: Windows cannot locate the sever copy of your roaming profile. Windows cannot find the local profile.  And the error goes on saying it will create a temporary profile.  I've seen this error before and I fixed it by getting rid of the O-So-Wonderful roaming profiles but in this domain, I don't see any roaming profiles or folder redirects.  There are no OU's and all user are located in the default User container.  I looked at several users properties, profile tab and everything is blank.  That tells me no roaming profile is set, doesn't it???  Maybe I've forgotten something, that's possible!   I guess I should mention that I'm using TS to remote in which is how I created a new user and then I tried logging into the server as that new user through TS at which point I got the above error.  TS shouldn't have anything to do with that, should it?   I'm greatful for any help.  Thanks.

Have you looked in the terminal service tab on the user account?   Is that all blank too?

Yes, terminal server tab on the user accounts are blank as well.

dstewartir,  I read a bit and tried a couple things with no luck.  I'll try again in the morning.  Thanks.
I found something in the above link that led me to click my computer, properties, advance, user profile settings.  In there it lists all of the users and it showed some as local profiles and some as roaming.  So at least here I see roaming profiles set, unlike when I looked at the user profile tab in user properties.  I'm confussed why roaming profiles show up only in one place and not the other?  Anyway, I'm able to change it to a local profile through the my computer properties path and thats good enough.  Any ideas why it wouldn't be listed as a roaming profile in the users properties, profile tab?  Thanks.
