program shortcut not going to server drive program

i have a program that runs on my server hard drive [ h:\ ]

everytime i click on the short cut, it will not allow me to access the h:\ drive program
unless i do this:

right click on short cut
click properties
click in the [ Start in: box ] type in h:\
apply

then it will let me access the program.

but when i restart my computer, it continues to block me by saying:

The Database directory is not accessable.
Verify your mapped drives are connected.
Database Check: C:\Documents and Settings\new user\Desktop\map.chk
Home Use Check (Alt); C:\Softdent\SDHomeData\map.chk

any ideas? i am lost
