How do I partition a 8gb SanDisk

I need to format my 8gb flash drive into FAT instead of FAT32 but when I try to do this, it says that the volume is too big to format into FAT. So what I would like to do is create two partition's on the drive but I cannot find any information on how to do this. I need know how to partition the drive if its possible using windows or a utility.

Thanks for the suggestion but the utility will not work. I am using a card reader for the flash drive and the utility is picking up the Belkin card reader instead of the card.
have you tried to disable the card reader and try again?
