Solaris 10 passive ftp setup

I'm upgrading our ftp server from solaris 8 to 10 and everything works great for solars clients and windows clients.  However, linux clients say they are trying passive mode and then timing out.

I see a bunch of, "change the /etc/ftp.d/ftpaccess file" but no examples of what the settings should be.

I failed to mention I am running ipf also which the first thread says might be the issue.
