More Bandwidth - Less Speed?

Old Config:
Tasman 1002 Router-->Cisco ASA 5510 --> Lan(Gigabit Switch)

New Config:
Tasman 1004 Router-->Cisco ASA 5510 --> Lan(Gigabit Switch)

3mb pipe to 6mb and download speed are now below 7kbps!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Provider runs speed test before Cisco all is fine connect Cisco and run from any server on lan and the speeds drop by as much as 75%!!!!!!!!!!!!!!!!!!!!!!!!!!!!

What with the Cisco would cause this or could it be something else on the network(LAN)
