exchange 2003 outbound emails failed to domains hosted by mxlogic.net and received error 4.4.7

Has anyone ever experienced such issue sending emails to domains hosted by mxlogic.net and got bouceback? Take the following as a real sampe, I looked up mx record for thresholdpharm.com, it resolves to thresholdpharm.com.inbound15.mxlogicmx.net. MXLOGIC is an ISP provide front end email security. You can't really telnet to port 25. So I don't really know what the catch is to resolve the issue. ANYONE HELP?

It seems they (mxlogic) do not want to talk to your mailserver.

Do you have problems sending mail to any other email domains?

Some of the things you can do:
Inquire at mxlogic - what can you do to make your mail server acceptable to their standards/criteria?
Make sure your mail server has a reverse DNS record
Create an SPF record
Ask the kind folks at thresholdpharm (I assume your co does business or something with them, and you have a contact there who might champion your cause) to whitelist your email domain

We don't have problem sending mails to other domains. So far, it's only mxlogic. We do have rdns record but not SPF. Would this be good enough? v=spf1 mx mx:owa.gellorbp.com -all. Thanks

also, mails sent to yahoo ended up in SPAM folder. That might be another reason for outbound mail issue. But any help would be greatly appreciated.

By the way, I changed the SPF record to v=spf1 ip4:24.103.225.186 -all.  Does that look ok?
