Mails being relayed multiple times

OS: SBS PREMIUM 2003, MICOROSOFT EXCHANGE SERVER 2003 SP2
PROBLEM : SINCE 3 DAYS ALL MAILS IRRESPECTIVE OF THE RECIPIENT ID, GETTING RELAYED MULTIPLE TIMES.
OUR ACTION: STOPPED AND STARTED DEFAULT SMTP SERVER, TRIED CREATING SMTP CONNECTOR WITH 'FORWARD ALL MAIL THROUGH SMART HOSTS' , DELETED ALL MAILS IN QUEUE, RESTARTED THE SERVER, CHECKED THROUGH OUTLOOK EXPRESS - WORKING FINE.
ERROR MESSAGE: The connectin was dropped by remote host
Microsoft Legacy OSMicrosoft Server OSExchange

I would like to mention that mails were routed thru DNS only and we did not have a SMTP connector. Now i have tried your solution by creating a SMTP connector thru Internet and e-mail configuration wizard. I got few errors. Please refer the attached screen shots. After that, i get a message at status bar of SMTP queue in exchange manager as 'The remote SMTP service does not support TLS'.

I am able to telnet maila.microsoft.com 25
