FSO replace function

How can I use FSO to replace offending char (#, ') and spaces in all files and all subfolders

are you saying in the File name OR within the File Content? if NAME then you have to use the COPY/MOVE Function of ASP to Rename the files.

here is the Link which explains how to LOOP through Folders & Files.

now when you get a file name, then use the inStr Function to see if any character is Found in FileName, if does then use the FSO MOVE function with the NEW File name and Then Delete the Filename with bad characters.
