TimeZone in Windows Registry - Interpretation

I am attempting to modify the windows registry for a daylights savings problem, however I can't interpret what the registry key means. I know that there are two dates and some other info, but I can't figure out how to break this HEX into something I can read. Anyone knows how to break up / interpret these values? thanks in advance.
