How to retract a previously approved update in WSUS?

I previously approved the .NET 3.5 SP1 in WSUS, but realized most of our environments' users do not need this 250MB update. Days later, I "unapproved" it in WSUS, yet the users' remain at 99% with this update accounting for the 1%. The client machines have been reporting this status to WSUS for the last week and still this previously approved and now unapproved update has not reset from the clients point of view although it has from the server side. Does anybody know how to reset this?

    Decline any files that you dont need and download the MS WSUS server diagnostic tool . Then run the command "WsusDebugTool.exe /Tool:PurgeUnnneededFiles" without the quotes.
