Exchange 2003 deleted mailbox/recreated messages stuck categorizer

Ok, I had a Mail Enabled group with AD called Admin, admin@domain.com.  I deleted that account, marked the mailbox for deletion and ran the mailbox cleanup utility.  Then I created a user called Admin, admin@domain.com. I was able to assign him that email address.  The X400 showed Admin2.  I was able to change the X400 Surname to Admin if I added an extra space in the ADMD field.  If there was one space (the default) then I receive the following error "The email address already exists in the organization."

Which leads me to my problem.  When a user emails Admin@domain.com the message sits in the categorizer.  I did an iisreset but cannot get these emails to deliver.

They are from external email account.
There is no Virus/Spam filter scanning email

Remove the exchange attributes of the user. Reconnect the user back to the mailbox & have Recipient Update Service automatically update the user.

It still uses Admin2 in the Surname field of the X.400 Address Properties box and the messages are still stuck in the categorizer

Ok, New messages are delivered but there are a few messages from previously stuck in the categorizer.  Can I force them through or do i just have to wait it out?

you would need to recategorize them , could you try following?

I do not have the Queuing Key under the SMTPSVC.  IS this due to it being SBS?

I have the following

Update:
I created the Queuing Key and ResetMessageStatus DWORD to 1, restarted the SMTP service and IISRESET.  Messages are still stuck.
