Exchange 2003 deleted mailbox/recreated messages stuck categorizer

Ok, I had a Mail Enabled group with AD called Admin, email@example.com. I deleted that account, marked the mailbox for deletion and ran the mailbox cleanup utility. Then I created a user called Admin, firstname.lastname@example.org. I was able to assign him that email address. The X400 showed Admin2. I was able to change the X400 Surname to Admin if I added an extra space in the ADMD field. If there was one space (the default) then I receive the following error "The email address already exists in the organization."
Which leads me to my problem. When a user emails Admin@domain.com the message sits in the categorizer. I did an iisreset but cannot get these emails to deliver.
They are from external email account.
There is no Virus/Spam filter scanning email
