Outlook wasn't closed properly.....

A few of my users are receiving this message when opening Outlook version 2003/2007.
We are in an Exchange 2003 environment.

Troubleshooting steps performed:
1.  run scanost against users .ost
2.  delete ost and allow mailbox to recreate

This corrected the problem for a few users but some are still running into this error.  Any suggestions?

Hello sknoll84,

Something had prevented Outlook from closing properly the last time that you used it.  If you look in Task Manager after closing, you will see Outlook.exe not closed.

The problem is likely due to an addon or a program running in background.  Here is a troubleshooter when Outlook Cannot Close
