Password Policies in AD (forbid parts of the old password when setting a new one)

In AD I can set a password history to prevent users from toggling between 2 passwords every time they need to change it. How can I prevent user from counting up their passwords?

    The default password filter from Microsoft doesn't allow for this (you can only prevent the "toggling" if you enable a password history that's long enough, and maybe a minimum password age as well); you'd need a third-party tool like one of these:
    Password Policy Enforcer

    Specops Password Policy
